New Delhi, Dec 9 (PTI) Union Sports Minister Rajyavardhan Singh Rathore on Sunday launched the jersey for the second edition of Khelo India, rechristened as Khelo India Youth Games, which will kick start from January 9-20 in Pune.Building on the success of the inaugural edition, the Minister alongside Khelo India stars Manu Bhaker, Jeremy Lalrinnunga, Saurabh Chaudhary, Lakshya Sen, Esha Singh, Tababi Devi, and Srihari Natraj started the countdown to Khelo India Youth Games with an evocative “#5MinuteAur” campaign.Scheduled to take place at Shree Shiv Chhatrapati Sports Complex in Pune, the Games will see over 10,000 participants from 29 states and seven Union Territories taking part in the two age categories — under 17 and under 21.In its inaugural edition, Khelo India had a strong message “Kheloge Kudoge Banoge lajawaab” encouraging more kids to play every day, it was an effort towards changing an age-old belief. Building on the core of this message through the #5MinuteAur campaign, the Ministry wants India to encourage kids to play for those extra five minutes.”The success of Khelo India School Games is a testimony to the hunger and multitude of sporting talent in India. The residents had to ban together to contain a fire without the help of proper fire-fighting equipment because the fire was threatening a second home.The airport’s fire crew was unable to leave the JAGS McCartney international Airport because flights were on the ground; there is no domestic fire service in Grand Turk. The first home was gutted by the flames and it again raises the issue that despite huge financial overflows, the Turks and Caicos Islands Government continues to not invest in a domestic fire unit for the Capital of the country.Grand Turk is also where thousands of tourists visit via cruise ship on any given day and is home to the seat of Government, including Parliament and the Governor’s residence, Waterloo. Still, Home Affairs Minister, Delroy Williams expressed in a media statement sadness at the loss for the Missick family and explained again, that the domestic fire unit will not come until the next fiscal year.“My Government is deeply concerned about the frequency at which fires are occurring and have committed to ensuring that resources are available to provide domestic fire services on the island of Grand Turk during the next budget cycle.”There have been three fires so far this year in Grand Turk, including the complete loss of over 200 year old Victoria Public Library. Both the 185 launches and 56 closures are 5-year lows for the industry, but the distance between them is steadily growing. The two were on par in 2010 (193 launches; 176 closures), while there were 3.3 launches for every closure this year. The magazine market stabilized in 2013 as launches outnumbered closures by more than 3 to 1, according to a year-end report by MediaFinder. Those numbers were also both down in 2013, from 31 and 16, respectively. Top categories of launches in 2013 included food (23 new magazines), regional (17) and women (13). Sports titles saw the most closings, though MediaFinder did not provide an exact number.
Dan Cohen AUTHOR Officials last week held a groundbreaking at Naval Submarine Base New London, Conn., for a 7.4-megawatt fuel cell park adjacent to the base’s power substation, part of an effort to improve the installation’s energy resiliency and cut its energy costs. Connecticut-based FuelCell Energy will sell the power generated by the fuel cells to the Connecticut Municipal Electric Energy Cooperative, which oversees the local grid and has entered into a 20-year purchase power agreement with the Navy, reports the Day. The fuel cell park will meet a majority of the daily needs of the base, with any excess power being exported to the Groton Utilities distribution system, according to a press release.“It is designed to compete with the grid, and be better than grid power, but it’s also about resiliency and the reliability of having power locally on base,” said Tony Rauseo, senior vice president and COO of FuelCell Energy, which is designing, manufacturing and overseeing the installation of the fuel cell park.Day photo by Tim Martin

A civil servant named Setaful Islam has disappeared allegedly after embezzling Tk 140 million meant for compensation for the people affected by the government’s land acquisition, reveals an investigation.Setaful Islam, an administrative cadre officer of the 24th Bangladesh Civil Service (BCS), was posted as land acquisition officer at Kishoreganj deputy commissioner’s office.With sacks and vehicle, Setaful Islam went to the Sonali Bank in Kishoreganj branch in December to withdraw the huge sums of cash, witnesses told investigators. Once the matter came to the notice of the authorities and his colleagues, Setaful Islam disappeared from the scene.He could not even be reached over phone for comments as his cell phone remained switched off.The cabinet division, in a letter, asked the immigration department to halt Setaful if he tries to flee the the country.Setaful Islam embezzled the money, instead of distributing it as compensation packages among the respective people, shows the investigation.It says a total of Tk 50 million was allocated for land acquisition purposes in Kishoreganj in recent times.However, a cheque of the said amount signed by the accounts officer was deposited as salaries for employees of the land acquisition section of the district on 5 December.Record shows, Setaful Islam withdrew a total of Tk 49.40 million in two phases — on 6 and 7 December.The rest Tk 600,000 was sent to an organisation named Tapan Industries.In cheque books, the recognition of the cheque recipients was not found, according to the investigation. Some 13 cheques went missing. Instead of distributing cheques among the land owners, these were given to unnamed persons. In this way, he has allegedly embezzled over Tk 88.60 million more.He prepared a cheque to embezzle Tk 100 million more. As the matter was exposed, he fled, said the investigation.Auditor supers SM Jaman and Golam Haider of Kishoreganj district accounts office, accounts officer Sirajul Islam and a section of officials at Kishoreganj branch of Sonali bank are also responsible for embezzling the money.Dhaka additional divisional commissioner Nurunnabi said the money was embezzled in collusion with the bank officials and the district accounts office.”How did the bank give so much money in Setaful’s name?” Nurunnabi questioned.Denying the allegation, bank manager Md Mahbubul Islam Khan said, “The money was given as the land acquisition officer was delegated power to operate the account. We are bound to give the money as he submitted the required documents.”When asked, the bank manager said Setaful along with car, a few companions and sacks came to the bank and took the money.District accounts officer Sirajul Islam also denied the allegation.”I have properly verified the cheque. He was supposed to give details after the disbursement of compensation money. I could not anticipate that he would do such an act of disbelief,” the official said.Additional divisional commissioner Nurunnabi said, “I think the bank is involved in the incident. The district accounts office can’t approve the cheque.”Dhaka divisional commissioner M Bazlul Karim Chowdhury, in a letter, asked the public administration ministry to take departmental, legal and administrative actions against this officer.”I have never seen such a dreadful and dishonest person in my whole career. I have requested the Anti-Corruption Commission to file a graft case against him,”Dhaka divisional commissioner’s office and Kishoreganj district administration have investigated the case of Setaful’s money embezzlement.Land was acquired for implementing different development projects. The land ministry is assigned to accomplish this task. Affected people are to be compensated for land acquisition and cheques of compensation money are sent to the district administration in advance.On 3 December 2017, Setaful Islam was transfered to Pirojpur. Later, he was tranfered as aditional deputy commissioner to Sherpur. After lobbying, he was able to cancll his transfer order. As per his choice, he was transfered to Pirojpur as land acquisition officer.He could not be traced in Kishoreganj or in Pirojpur.Speaking to Prothom Alo, deputy commissioner of Pirojpur Abu Ahmed Siddique said, “Setaful Islam was not seen after his joining in Pirojpur.””I have heard he was appointed as ADC of Bhola,” Siddique added.”I have seen the appointment of Setaful in a circular on the website, but not practically.”
A jihadist assault led by suicide bombers killed dozens Tuesday at a camp for the displaced near Syria’s border with Iraq, as pressure grows on the Islamic State group in both countries.The violence left at least 38 people dead and came as another surprise IS attack on Tuesday killed 10 soldiers in Iraq, to the south along the border.The jihadist group appears to be lashing out as it faces escalating offensives on its last two major bastions: second city Mosul in Iraq and Raqa in neighbouring Syria.IS’s dawn attack in Syria’s northeast hit a makeshift camp near the border with Iraq where some 300 families were waiting to cross into territory held by the Syrian Democratic Forces, the US-backed alliance leading the assault on Raqa.The Syrian Observatory for Human Rights, a monitoring group, said at least five suicide bombers blew themselves up inside and outside the camp in Hasakeh province which hosts Syrians and Iraqis forced from their homes.Heavy clashes then erupted between the IS fighters and the SDF near the camp, which lies just inside Syrian territory, Observatory head Rami Abdel Rahman told AFP.He said at least 38 people had been killed including 23 displaced Syrians or Iraqi refugees.“At least 30 people were wounded, and the death toll may rise because some people are in critical condition and others are still unaccounted for,” the Britain-based monitor said.IS claimed the attack via its propaganda outlet Amaq, saying a groups of jihadists attacked an SDF position near the camp as part of a multi-pronged assault on the group.‘Appalled, saddened’ -Kamal Derbas, a press officer for the Kurdish Red Crescent, said the attack began at 4:00 am (0100 GMT) and put the civilian death toll at 22.Thousands of people-from the Syrian province of Deir Ezzor further south and from the Iraqi city of Mosul across the border-have used the crossing to reach safety, according to the International Rescue Committee.“We are appalled and saddened to hear of the attacks today in Hasakeh province,” said IRC regional advocacy adviser Thomas Garofalo.Conditions in the area are harsh, with little shelter, the authorities overstretched, and the risk of renewed violence.The other IS attack in Iraq saw jihadists fire on an army base near the remote outpost of Rutba, near the country’s western borders with Syria and Jordan.An Iraqi army lieutenant colonel said IS jihadists fired mortar rounds and rockets at the 1st Division base in the Saggar area, east of Rutba, before trying to storm it.IS appeared to be trying to breach the defence of Rutba, which is the last sizeable town on the road from Baghdad to the Jordanian border, as well as to create diversions to ease pressure on its fighters in Mosul, military officials said.A massive offensive was launched in mid-October to retake Mosul, where IS head Abu Bakr al-Baghdadi declared the establishment of IS’s so-called “caliphate” nearly three years ago.‘Violent’ Tabqa clashes -IS once controlled swathes of land on both sides of the Iraqi-Syrian border, but US-backed offensives have seen much of that territory retaken.A US-led coalition began bombing IS positions in Iraq in August 2014 and launched raids against the jihadists in neighbouring Syria the following month.In northern Syria, the coalition is backing the major assault by the SDF-an alliance of Arab and Kurdish fighters-on Raqa.A key waypost in that offensive is the city of Tabqa, which lies along the Euphrates River and on an IS supply route about 55 kilometres (35 miles) west of Raqa.On Tuesday, the SDF was locked in “very violent clashes” with IS in a northern district of Tabqa, the last section of the city still held by the jihadists, the SDF said in a statement.SDF fighters managed to seize a tank and several vehicles used by IS, it said.More than 80 percent of Tabqa is now in SDF hands, just eight days after the group first entered the city.More than 320,000 people have been killed in Syria since the country’s conflict began in March 2011 with anti-government protests.
